What We Offer

Comprehensive Emergency Management Solutions provides a collaborative approach to solving the most complex emergency management challenges in the community. Through the use of comprehensive data driven resources and experienced and innovative leaders, Comprehensive Emergency Management Solutions works with local communities to reach evidenced based solutions. Comprehensive Emergency Management Solutions is a consulting firm providing a variety of services to its clients to include training, exercise development, planning and technological solutions. 

Who We Serve

Comprehensive Emergency Management Solutions aims to serve those agencies that have identified gaps in their emergency management processes and procedures. Comprehensive Emergency Management Solutions has the ability to serve agencies in the "Whole Community" arena to include, government, non-profit, not-for-profit, community and faith based organizations.

Steven Lerner- Co-President/ Chief Financial Officer

Steven Lerner is a graduate of the University of Central Florida with a Bachelor’s Degree in Public Administration and a minor in Emergency Management. 


Steven has worked several notable incidents in Florida. Steven served as the Planning Section Chief for the Orlando Pulse Night Club Attack, Hurricane Matthew and Hurricane Irma. Steven was also deployed to the State EOC to support communities in the recovery from Hurricane Michael.


Steven has achieved the Florida Professional Emergency Manager designation through the Florida Emergency Preparedness Association and the Certified Emergency Manager designation through the International Association of Emergency Management.

Our Services

Plan Development and Evaluation

Support plan development for Emergency Operations, Continuity of Operations, Hazard Mitigation and Strategic Planning. 

Training

Provide Basic, Intermediate, and Advanced ICS training, ability to develop client specific training programs such as mass care management, resource management and operations based training 

Exercise Development and Facilitation

Experienced in ability in the development and facilitation of a wide range of scenarios to test operational plans and procedures, recovery functions, continuity of operations and resource capacity. 

Technological Solutions

Experienced and ability to provide best practices, procedures and customization of a wide range of emergency management based technologies to include incident management platforms, alerting systems and healthcare database solutions. 

Capacity Building

Experience and ability in strengthening local and cross sector partnerships in public, private and non-profit arenas.
